This is the second Torchy story, we had the first one here a while back. The art is by Bill Ward, who created the character and continued to draw her on and off for years.

Doll Man Meets The Kreeper

Doll Man was a superhero who could shrink, much like D.C. comic's later Atom ( the Golden Age Atom didn't shrink ).  Here is an interesting early story with art by Lou Fine and Will Eisner, made more interesting by a character who appears in this story only. Originally published in FEATURE #36 in September 1940.

The "Professor Kreeper" in this story resembles Rondo Hatton, who played "The Creeper" in several Universal horror movies. But this story predates those movies, although they still could have been drawing Rondo Hatton, who was already working in the movies at that time.
