The story in THE SUNSHINE MAKERS involves happy elves that bottle sunshine and sad elves who want nothing but to be sad. There is a war between the happy elves and sad, and in the end the happy ones triumph by feeding the sad ones bottled sunshine.
The bottled sunshine is obviously milk, but Dale pointed out that the sad elves are Probition figures, something everyone else seems to miss.
Prohibition had ended only a couple of years before this cartoon was made. Here is an editorial cartoon showing Mr. Prohibition, a familiar character in that period.
Notice the similarities between this character and the sad elves in this cartoon.
