The Superman radio show had a character named "Chickie" who was supposed to be bad, mainly because she was a girl. Anytime she did something it was bad, although when Jimmy Olsen did the same thing you were supposed to think it was all right for him to do it. This looks like a Chickie story. Especially since the guy looks like Olsen.
