Jack Kirby did a lot of monster stories for Marvel comics before there was a revival of interest in superhero comics at the company in the early 1960's. This particular tale was from STRANGE TALES #99, which had a cover date of August 1962.
This story was credited to Jack Kirby and Dick Ayers, who penciled and inked it, respectively. There is no mention of Stan Lee, who wasn't always credited in this period. Later on he made sure he had his name on everything and eventually would take credit for the creation of the Marvel universe.
