The Spectre was a character that was deemed too powerful by DC comics, so they made him less powerful and added a comedy relief character called "Percival Popp, the Supercop". Percival Popp was really the same character as Horatio F. Hinkle from the Superman radio show, who later turned up on one episode of the television version, "The Runaway Robot". Superman and the Spectre were both written by Jerry Siegel, but the Spectre had a different artist, Bernard Bailey. This story was originally published in MORE FUN #78 in 1942.
