Professor Fiend
"Professor Fiend" is a more or less stereotyped mad scientist who resembles Luthor* somewhat, except that his adventures are intended to be taken as humor. This story was drawn by Fred Schwab, who also drew the cover of MOTION PICTURE FUNNIES WEEKLY #1, the comic book which featured the first appearance of the Sub-Mariner.
